Request access to the Partner API via Termly Agencies. Termly says partner API keys are issued manually. After approval, use the key management/dashboard pages described in the docs to obtain a public key and associated private key; the public key is sent in the Authorization header and the private key is used to create the request Signature. The docs note you can roll/add private keys under the same public key on the key management page.
Sign in to the Termly dashboard for the website, then copy the website-specific API key mentioned in Termly's Consent API article. The support doc says authentication is unique per website in your account and uses the API key found on your dashboard.
