Create a Google Cloud project, enable Safe Browsing APIs, then create an API key in the Google Cloud console. The Safe Browsing v4 getting-started guide says you need a Google Account, a project, an API key, and activated Safe Browsing APIs; it also shows passing the key as the key URL parameter.
