Google Safe Browsing is a Google service that lets client applications check URLs and related hashes against Google-maintained unsafe web resource lists. It is intended for non-commercial use; Google directs commercial malicious-URL checking use cases to Web Risk instead.
safebrowsing.googleapis.com exposes Google Safe Browsing HTTP APIs (REST and RPC-style docs on the same service) plus a related OHTTP gateway on a different subdomain; the Safe Browsing API uses a Google Cloud API key in the `key` query parameter, while the OHTTP gateway docs describe optional/no-key access for the public-key endpoint and overall auth less definitively.

Create a Google Cloud project, enable Safe Browsing APIs, then create an API key in the Google Cloud console. The Safe Browsing v4 getting-started guide says you need a Google Account, a project, an API key, and activated Safe Browsing APIs; it also shows passing the key as the key URL parameter.
