Use a NOAA account with a @noaa.gov email address. Per the CoMET API docs, first log into the UI at least once so your account and default record group are created, then POST username/password to `https://data.noaa.gov/cedit/login/wsLogin`. The server returns a JSESSIONID cookie that must be sent on subsequent API requests.
