NOAA is the U.S. National Oceanic and Atmospheric Administration, which publishes weather, climate, ocean, and environmental data and services through multiple line-of-business sites. Its public web properties include datasets and operational information from the National Weather Service, NCEI, CO-OPS, and related programs.
NOAA exposes multiple public HTTP APIs for weather, climate, water, tides/currents, and space-weather data, plus a couple of authenticated/internal-style NOAA metadata services; no GraphQL, MCP server, or general CLI surface was found on noaa.gov.

Request a token from the Climate Data Online token page. The CDO web services docs state this token is required and is sent in the token header.
Use a NOAA account with a @noaa.gov email address. Per the CoMET API docs, first log into the UI at least once so your account and default record group are created, then POST username/password to `https://data.noaa.gov/cedit/login/wsLogin`. The server returns a JSESSIONID cookie that must be sent on subsequent API requests.
