In the Google Cloud Console Credentials page, create a project if needed, enable the Groups Settings API, configure the OAuth consent screen, then create an OAuth 2.0 Client ID. Request the scope https://www.googleapis.com/auth/apps.groups.settings when obtaining user access tokens for this API. Google Workspace docs list credential creation under Create access credentials.

Create a service account in the Google Cloud Console Service Accounts page, enable domain-wide delegation for it, then have a Google Workspace admin authorize the service account's client ID and the scope https://www.googleapis.com/auth/apps.groups.settings in the Admin console as described in Delegate domain-wide authority. Use the service account to mint OAuth 2.0 access tokens impersonating a Workspace user.
