In a Google Cloud project, enable the BigQuery Reservation API and then obtain an access token using Google Cloud authentication. The easiest path for humans is to use the Google Cloud CLI: install `gcloud`, run gcloud auth application-default login or gcloud auth login, and use the resulting OAuth 2.0 credentials when calling the API. For app-to-app access, create OAuth client credentials from APIs & Services > Credentials and request scopes such as https://www.googleapis.com/auth/bigquery or https://www.googleapis.com/auth/cloud-platform.
