In the Google Cloud Console credentials page, create an OAuth 2.0 client ID in a Google Cloud project, then use the standard Google OAuth 2.0 flow to obtain an access token for the Authorized Buyers scopes your app needs. The Authorized Buyers docs' get-started guide and method pages state these APIs use Google OAuth 2.0 and list scopes such as https://www.googleapis.com/auth/adexchange.buyer, https://www.googleapis.com/auth/realtime-bidding, and https://www.googleapis.com/auth/authorized-buyers-marketplace.
