Use the LY Ads API startup guide to apply for API use and add an application in the LY Ads API Management Console. This gives you a client_id, client_secret, and configured redirect_uri. Then have a Business ID user approve the app via the OAuth 2.0 authorization-code flow described in API Call and About OAuth2.0 to obtain an access token. Requests also need the base account ID in header x-z-base-account-id.
