In Windmill, open Account settings from your username menu, go to Tokens, enter a label, optionally set an expiration, and click New token. Optionally enable Limit token permissions to scope the token. See User tokens.

Sign in to your Windmill instance in the web app at Windmill Cloud or your self-hosted instance. The OpenAPI spec advertises cookieAuth as an alternative to bearer auth for the API, but the docs scraped here do not name the cookie or explain programmatic acquisition; this is mainly the browser session credential.
