In Google Cloud Console, select or create a project, enable the Cloud Vision API, then go to APIs & Services > Credentials and create an API key. Restrict the key to the Vision API and the calling apps/IPs as needed. The Vision request docs state requests can authenticate with an API key.

Use Google Cloud authentication for the project that has the Vision API enabled. The easiest path for local development is to sign in with the Google Cloud CLI using gcloud auth application-default login or gcloud auth login, then mint an access token with gcloud auth print-access-token. For installed/web apps, create OAuth client credentials in APIs & Services > Credentials if your integration needs its own OAuth client. The Vision request docs state requests can authenticate with an OAuth token.
