Sign in to the Uber Developer Dashboard, create an application, and use its client_id and client_secret. For Uber Eats Marketplace access, the docs say you should start with a sandbox application, may need NDA/API licensing, and may require partner approval or written approval from Uber before production scopes are enabled; see Getting Started and Authentication.
