Create or use a Google Cloud project in Google Cloud Console, enable the Content API for Shopping / Merchant Center API as needed, then create OAuth client credentials in APIs & Services > Credentials. Use Google's OAuth 2.0 flow to obtain an access token for a Google account that has access to the Merchant Center account, as described in OAuth authorization for Content API for Shopping.
