Create or select a Google Cloud project in the Google Cloud Console, enable the Service Control API, then obtain an access token with the Google Cloud CLI as shown in the Service Control API getting started guide using gcloud auth print-access-token. For server-to-server use, you can also use a Google Cloud service account and mint OAuth 2.0 access tokens for it via standard Google Cloud authentication flows; the API expects a bearer access token.
