In Google Cloud Console, enable the proximitybeacon.googleapis.com API for your project from the API Library. Then create OAuth client credentials under APIs & Services > Credentials and complete the consent screen if prompted. Obtain a user access token with scope https://www.googleapis.com/auth/userlocation.beacon.registry; Google’s generated client libraries also support Application Default Credentials when they can mint a token for that scope.
In Google Cloud Console, go to APIs & Services > Credentials and create an API key. Restrict it to the Proximity Beacon API if Google Cloud Console offers that restriction for your project.
