Create or use a Google Cloud project in the Google Cloud Console, enable the SAS Portal API in the API Library, and obtain Google credentials. For server-to-server use, the SAS docs recommend a service account: create one from IAM service accounts, create a JSON key from service account keys, grant it the Project Owner role as described in granting access, then mint an access token with gcloud auth activate-service-account --key-file ${KEY_FILE} and gcloud auth print-access-token. The REST reference shows methods require the scope https://www.googleapis.com/auth/userinfo.email.

Use the Google Cloud project ID of the project from which you make requests. You can find or create a project in the Google Cloud Console. The SAS Portal auth guide requires sending this value in the X-Goog-User-Project header when calling the API directly.
