$ gcloud auth login

For local development, install the Google Cloud CLI and run gcloud auth application-default login to create Application Default Credentials, or gcloud auth login for user CLI credentials. For server-to-server use, create and attach a service account in the Google Cloud Console and grant it the needed IAM roles for Certificate Authority Service; Google client libraries and ADC will use those credentials automatically. The CA Service auth guide says you can authenticate using gcloud CLI credentials or Application Default Credentials (ADC).
