For user-based access, create or use a Google Cloud project in the Google Cloud Console, enable the Policy Simulator API, and obtain an access token with the https://www.googleapis.com/auth/cloud-platform scope as described in Google's Authentication overview and OAuth 2.0 for Google APIs. For server-to-server use, the easiest path is usually a service account in IAM & Admin and Application Default Credentials via gcloud auth application-default login or a downloaded service account key, then mint an access token for the same scope.
