In Google Cloud Console, create or select a project, enable the Google Play Custom App Publishing API, then create a service account from Service Accounts. In Play Console, grant that service account publishing permission as described in the Get started guide. Use the service account to obtain a Google OAuth 2.0 access token for scope https://www.googleapis.com/auth/androidpublisher.
