Create a developer account and register an application in the Payoneer PSD2 developer portal. After registering, Payoneer assigns a client_id and client_secret. For PSD2 apps, the docs say you must provide a redirect URI and a QWAC certificate public key when creating the developer account/application; the app must also be subscribed to an available API plan.
