In Google Cloud Console, enable the Payments Reseller Subscription API for the project linked to your partner_id, then create or select a service account under IAM & Admin → Service Accounts. Grant it the needed IAM roles/permissions for this API as described in the Access Control guide. Use that service account to mint OAuth 2.0 access tokens for Google APIs.

In Google Cloud Console, enable the Payments Reseller Subscription API, then create OAuth client credentials from APIs & Services → Credentials. Configure the consent screen and request the scopes documented in Partner Managed Signup With OAuth Consent. Use the client to run the Google OAuth 2.0 flow and obtain user-authorized access tokens.
