Create or use an OAuth 2.0 / OIDC app integration in your Okta org and obtain a user access token from your Okta authorization server for your tenant https://{yourOktaDomain}. Request the scope okta.myAccount.oktaApplications.read, which the MyAccount Okta Applications endpoint requires per OAuth 2.0 Scopes and the List all Okta Apps reference. Use your org's authorization server and grant a signed-in user token for the calling end user.
