Use Google Cloud authentication to obtain an access token for your own project. The easiest path is to follow Configure application default credentials or sign in with the Google Cloud CLI and create ADC with gcloud auth application-default login. The Notebooks API RPC docs state calls require the OAuth scope https://www.googleapis.com/auth/cloud-platform.
