Authenticate to Google Cloud using one of the methods in Authenticate for using REST, then obtain an access token with the https://www.googleapis.com/auth/cloud-platform scope. For local developer use, the easiest path is usually the gcloud CLI authentication flow and then using gcloud auth print-access-token.

Create an API key in Google Cloud as described in Manage API keys. The discovery document indicates requests can include the key query parameter as an alternative to an OAuth token, but individual Network Security API methods also declare the cloud-platform OAuth scope, so API-key-only access may be limited in practice.
