In Google Cloud Console, create or select a project, enable the Business Profile APIs as described in Basic setup, then go to APIs & Services > Credentials and create an OAuth client ID. Configure the consent screen and request the https://www.googleapis.com/auth/business.manage scope as described in Implement OAuth with Business Profile APIs. Use the resulting OAuth 2.0 access token for API calls.

In Google Cloud Console, open APIs & Services > Credentials and create an API key for the project that has the API enabled. The discovery document for this API says the key query parameter is accepted unless an OAuth 2.0 token is provided. Restrict the key to the needed APIs and origins/IPs in Google Cloud Console.
