Create or select a Google Cloud project in Google Cloud Console, enable the Business Profile Account Management API as described in Basic setup, then create an OAuth 2.0 Client ID in APIs & Services > Credentials. Configure the OAuth consent screen and request user authorization for the https://www.googleapis.com/auth/business.manage scope, following Implement OAuth with Business Profile APIs. Note from the product docs that Business Profile API access may require an access request if your quota is 0; see Prerequisites.
