Create an app in the LinkedIn Developer portal: open My Apps, choose Create App, complete the app details, and associate a company page as described in Accessing LinkedIn APIs. Then request the product(s) your integration needs and use the app's client_id and client_secret in LinkedIn OAuth 2.0 flows documented in Authentication. For self-serve consumer products and Marketing APIs, app creation is self-service; other enterprise products may require program approval first.
