StatePortalAPI authorization token bearer

The Swagger spec for pmkapi.kerala.gov.in requires an Authorization header on every operation, but the public docs reviewed do not describe how developers obtain this token. The only confirmed public entry point is the Swagger UI / Swagger spec, which document the header name but not a minting flow.

StatePortalAPI project code (`PROJCD`) api_key

The Swagger spec for pmkapi.kerala.gov.in marks PROJCD as a required query parameter on operations and labels it Project Code, but the public docs reviewed do not explain where a developer gets a valid value. See the Swagger UI and Swagger spec.
