In Google Cloud Console, create or select a project, enable the Google Keep API, configure the OAuth consent screen if prompted, then create an OAuth client ID. Use that client to obtain user OAuth 2.0 access tokens with scope https://www.googleapis.com/auth/keep or https://www.googleapis.com/auth/keep.readonly as needed.
