In YouTrack, open your profile and go to Account Security. Click New token, choose the needed scope, and copy the token. The developer docs for Manage Permanent Tokens describe the steps and scopes.

Have a YouTrack administrator create an OAuth client in YouTrack and configure its flows and redirect URIs. The OAuth 2.0 Authorization page explains the client setup and notes that starting with YouTrack 2026.2 administrators can manage OAuth clients in YouTrack.
