Create a personal access token in TeamCity from My Settings & Tools | Access Tokens. The REST API docs say to send it as Authorization: Bearer <token-value>, and the CLI can also acquire/store it via teamcity auth login as described in Authentication.

TeamCity username and password basic discovered

Use a valid TeamCity user account's username and password. The REST API supports HTTP Basic auth as documented in TeamCity REST API Reference.
