In Google Cloud Console Credentials, create or select an API key for the project that has Identity Platform enabled. The Identity Platform guide says: "To use the REST API, you'll need an Identity Platform API key." You pass it as the key query parameter to client-facing Identity Toolkit v1 endpoints.

Authorization: Bearer <credential>

Use a Google Cloud credential that can mint OAuth 2.0 access tokens, such as a service account or OAuth client in Google Cloud Console. Then obtain an access token with scopes required by the method, commonly https://www.googleapis.com/auth/cloud-platform and sometimes https://www.googleapis.com/auth/firebase, as listed in the Identity Toolkit discovery document and method reference pages. For server-to-server use, the easiest path is usually a service account from IAM & Admin service accounts.
