Enable the Backup for GKE API in your Google Cloud project from the API Library. Then obtain a Google Cloud access token using the easiest supported path for your environment, such as gcloud auth application-default login for user credentials or creating a service account and using Google Application Default Credentials. The REST method docs state the required OAuth scope is https://www.googleapis.com/auth/cloud-platform. See Google's Authentication Overview and the Backup for GKE install/enable guide.
