In Google Cloud Console API Credentials, create OAuth 2.0 client credentials for your app or use a service account flow supported by Google OAuth. Then obtain an access token from Google's OAuth 2.0 system as described in Using OAuth 2.0 to Access Google APIs, requesting scope https://www.googleapis.com/auth/androidpublisher.
