Primary path: install flyctl and run fly auth login to sign in, then create a scoped token with fly tokens create ... as documented in Access Tokens and Integrating flyctl. For CI/non-interactive use, set FLY_API_TOKEN (or FLY_ACCESS_TOKEN) to that token. Use the narrowest token type that fits, such as deploy, org, readonly, ssh, or machine-exec.
