Create OAuth client credentials in the Google Cloud Console Credentials page or use a service account / Application Default Credentials as described in Google Cloud's authentication overview and authentication use cases. Obtain an OAuth 2.0 access token with the scope https://www.googleapis.com/auth/cloud-platform, then send it to this API as a bearer token or as the oauth_token/access_token query parameter supported by the discovery document.

In the Google Cloud Console Credentials page, create an API key for the Google Cloud project that owns the Firebase app. Google Cloud's Manage API keys guide covers creation and restriction. For this API, the key is sent as the key query parameter.
