Submit the developer sandbox / partnership form to request sandbox access. Per Elation's Getting Started, Elation sends sandbox API credentials after onboarding; for production, the practice grants consent and Elation sends production API credentials. The REST API Authentication page says API calls use OAuth2 and supports the Resource Owner Password Credentials grant, exchanging username, email, client_id, and client_secret for an access token via the token endpoint.
