Follow Authenticate to Cloud DNS. The easiest path for local development is to install the Google Cloud CLI and run `gcloud auth application-default login` or `gcloud auth login` to obtain Google-issued OAuth 2.0 credentials. For production, create a service account in Google Cloud Console, grant Cloud DNS/IAM roles, and use Application Default Credentials to mint bearer tokens with scopes such as https://www.googleapis.com/auth/ndev.clouddns.readwrite, https://www.googleapis.com/auth/ndev.clouddns.readonly, https://www.googleapis.com/auth/cloud-platform, or https://www.googleapis.com/auth/cloud-platform.read-only.

In Google Cloud Console, open APIs & Services → Credentials, choose Create credentials → API key, and restrict the key to the Cloud DNS API as needed. The Cloud DNS discovery document states the request parameter key is accepted and is required unless you provide an OAuth 2.0 token.
