In the Google Cloud console, create a project, enable the Cloud Search API, and create a service account key as described in Configure access to the Google Cloud Search REST API. For user-data/query use cases that need a user context, configure domain-wide delegation for the service account and authorize the needed Cloud Search OAuth scopes in the Google Admin console.
