Use the client to obtain Google OAuth access tokens for the Chrome Management API; the setup guide also points to OAuth Playground for testing.
In Google Cloud Console, select or create a project, enable the Chrome Management API, then create an API key under APIs & Services > Credentials. The discovery document says the key query parameter is accepted and is required unless you provide an OAuth 2.0 token.

For customer data access, the setup guide says service-account apps may require domain-wide delegation to a Google Workspace admin account; see the Chrome Management Initial Setup guide. Use the service account to mint Google OAuth access tokens for this API.
