Authorization: Basic <credential>

On the eHRMS Open API List, the service says you must register with HRMS to use the API and that the request is processed by the state administrator. Obtain your registered e-mail and access key from HRMS registration/approval, then send them as HTTP Basic auth in the form email:accessKey.
