In Google Cloud Console, enable the Android Management API for your project, then create a service account from IAM & Admin → Service Accounts. Grant it the Android Management permissions described in Create a service account. Use that service account to obtain an OAuth 2.0 access token scoped to https://www.googleapis.com/auth/androidmanagement.
