Create a Solution Provider Portal account and developer profile, then in the Solution Provider Portal choose Add new app client to register an SP-API production app. Amazon shows a client_id and client_secret; for public apps you also configure OAuth login and redirect URIs. The selling partner then authorizes the app through the SP-API authorization workflow, which yields the LWA refresh_token used to mint access tokens at https://api.amazon.com/auth/o2/token.
