Create or select a project in the Google Cloud Console, enable the AdSense Management API for that project, then go to APIs & Services > Credentials and create an OAuth 2.0 Client ID. Use Google's OAuth flow to obtain an access token for the AdSense scopes https://www.googleapis.com/auth/adsense.readonly or https://www.googleapis.com/auth/adsense. The AdSense getting-started guide says you must create a project and generate a Client ID.
