In the Google Cloud Console Credentials page, create an OAuth client ID for your project, then configure the OAuth consent screen as described in Configure OAuth consent. Enable the Admin SDK API for the project in the Google Cloud console, and request the Admin SDK scopes your integration needs from the scope guide. Use the resulting OAuth 2.0 access token as a Bearer token.
